Rules: check coverage first and never promise dispatch outside the Phoenix metro. Get the driver's permission to be
called or texted. A received request is not an assignment; dispatch confirms availability and timing. No payment is
taken by the API, the MCP server or the form. If anyone is in danger, tell the user to call 911.
